$GRVT USDC issuer Circle has launched the mainnet of Arc, a layer-1 (L1) blockchain targeting stablecoin payments and financial markets, particularly agentic transactions. Arc uses USDC as its native gas asset and offers Ethereum Virtual Machine (EVM) compatibility and deterministic sub-second settlement finality, according to an Arc blog post on Wednesday. The network supports more than 20 fiat stablecoins, including USDC, EURC, JPYC, KRW1 and TRYB, while tokenized assets including BlackRock’s BUIDL and Circle’s USYC are available natively on Arc. Arc also offers interoperability with more than 20 blockchains through Circle’s Cross-Chain Transfer Protocol (CCTP) and Gateway. CEO Jeremy Allaire called Arc “the single most significant launch in Circle’s history since USDC itself.” Separately, Circle said in a post on X that Arc was built for “programmable money, global markets, and agentic economic activity,” describing the network as stablecoin-native infrastructure for developers and institutions. The launch follows Arc’s public testnet debut in October 2025, when Circle said more than 100 companies were participating, including BlackRock, Goldman Sachs, Mastercard and Visa. Circle said in August that more than 100 institutional and ecosystem builders had participated in Arc’s private mainnet ahead of the public launch. Arc said it ultimately plans to broaden participation in network operations and explore a transition from Proof of Authority to Proof of Stake in 2027. This means that institutions likely to utilize Arc’s infrastructure in the future are also participating in validation and security maintenance during the network's early stages. For Circle, this arrangement helps establish institutional trust and use cases prior to the mainnet launch. **Private Placement Implies Valuation of Approximately $3 Billion** Arc completed two rounds of ARC token private placements before the mainnet launch. In May of this year, Circle raised $222 million in the first round at a price of $0.30 per token, implying a fully diluted network valuation of approximately $3 billion. A subsequent closing raised an additional $20.25 million, bringing the total private placement amount to approximately $242.2 million. Participating investors include a16z crypto, BlackRock, Apollo, ARK Invest, Intercontinental Exchange (ICE), and Standard Chartered Ventures. For Circle, this represents a major strategic initiative beyond USDC. **Initial Adoption of Proof-of-Authority Model** Upon launch, Arc will utilize a Proof-of-Authority (PoA) model, meaning validators must be permissioned. Circle has stated that the network may transition to Proof-of-Stake or Delegated Proof-of-Stake in the future. Should this transition occur, the ARC token would facilitate governance, network security, and operational coordination. Regarding product design, Arc does not require users to hold volatile gas tokens; instead, it supports the payment of transaction fees using USDC from the outset. Circle also noted that the network will feature sub-second transaction confirmation, configurable privacy functions, and EVM compatibility. **USDC Provides a Ready-Made Distribution Foundation** Arc is not starting from scratch. Circle disclosed that, as of the end of the second quarter, the circulating supply of USDC stood at $73.3 billion; on-chain USDC transaction volume for the quarter reached $14.8 trillion—a 151% year-over-year increase—while combined revenue and reserve income totaled $701 million. This means that upon the launch of its mainnet, Arc will be backed by an established stablecoin distribution ecosystem. Unlike most new blockchains, Circle possesses an existing user base, liquidity, and corporate partnerships—key assets supporting Arc’s strategy to penetrate the stablecoin financial infrastructure market. Additional information: Circle also plans to launch tools for tokenizing real-world assets, AI-assisted smart contract development capabilities, and reusable on-chain application frameworks alongside the mainnet launch.
