On Tuesday, the U.S. government issued a general license allowing oilfield service companies to conduct exploration, development, and oil and gas production activities in Venezuela, marking a new step by the Trump administration in easing sanctions on Venezuela and promoting the reconstruction of its crude oil infrastructure.2. The license covers technical services such as geological mapping and reservoir analysis that are conducive to resuming production, but does not permit the establishment of new joint ventures in Venezuela. U.S. companies and individuals must submit detailed plans to the State Department and the Department of Energy before commencing operations.3. This move further expands the scope of sanction exemptions following the U.S. relaxation of restrictions on Venezuelan crude oil exports and transportation earlier this January. Analysts believe the U.S. aims to gradually restore Venezuela's crude oil production capacity to balance the global energy market, while using limited cooperation to test the policy orientation of Venezuela's interim government. Subsequent developments will depend on the pace of domestic capacity recovery in Venezuela and the degree of U.S. oversight on cooperative projects.
