U.S. Senators Thom Tillis and Angela Alsobrooks have reached a principled compromise on the issue of stablecoin yields in the crypto market structure bill "Clarity Act," which may provide a key breakthrough for advancing the bill to the Senate hearing stage.

The compromise plan may prohibit providing yields on passive stablecoin balances in response to the banking industry's concerns about "deposit-like interest" impacting the traditional financial system. Alsobrooks stated that this move aims to protect innovation while avoiding large-scale deposit outflows. However, the legislative details have not yet been released, and industry insiders say they have not seen the final text. In addition, there are still disagreements regarding topics such as decentralized finance (DeFi), and the overall bill requires further coordination. In terms of legislative progress, the bill is expected to have a hearing in the Senate Banking Committee as early as late April. If passed, it will need to be integrated with the Agriculture Committee's version before entering the full Senate review.
