Golden Ten Data reported on April 15 that the U.S. Customs and Border Protection (CBP) announced on April 14 that it has basically completed the first phase of development for a new feature in the customs declaration system to facilitate large-scale tariff refunds to importers, and will start processing related tariff refunds on April 20. The agency plans to deploy the tariff refund system using a phased development model and will add more functions for more complex business scenarios in subsequent phases. On February 20, the U.S. Supreme Court issued a decision stating that the International Emergency Economic Powers Act does not authorize the President to impose large-scale tariffs. On March 4, the judge of the U.S. Court of International Trade ruled that Customs and Border Protection is prohibited from levying tariffs during tariff settlements pursuant to the International Emergency Economic Powers Act. This means that tariffs previously imposed under this act must be refunded.
