US SEC Chairman: Advancing the establishment of a digital asset regulatory framework and proposing the "A-C-T" strategy

He stated that over the past year since taking office, he has driven the SEC to return to its core mission of "protecting investors, maintaining market order, and promoting capital formation." He also criticized previous regulatory overreach that increased market friction and uncertainty. Paul Atkins added that the SEC is accelerating efforts to establish a clear regulatory framework for digital assets and is working with other regulatory agencies and Congress to advance this initiative. He also proposed the "A-C-T" strategy, which includes advancing regulatory modernization (Advance), clarifying regulatory boundaries (Clarify), and transforming the rule system based on fundamental principles (Transform), in order to enhance the competitiveness of U.S. markets and consolidate the country's status as a global investment and business environment.
