Bull Bitcoin Files Lawsuit with France’s Supreme Administrative Court Challenging DAC8 Localization Decree

The French crypto platform Bull Bitcoin has filed a lawsuit with France’s highest administrative court, the Conseil d’État, requesting the annulment of Decree No. 2025‑1276, which localizes the EU DAC8 crypto tax information exchange directive. This decree requires all EU crypto service providers, starting in 2026, to annually report users’ identity information, place of residence, transaction details, and data regarding transfers to self-custody addresses, and to automatically exchange this information among the tax authorities of all 27 member states.
